Kisii County Governor Simba Arati today graced the County inaugural prayer breakfast meeting during which the clergy prayed for continued co-existent between the county executive and the assembly.
Members of the clergy from various denominations asked God to give the Governor and his Deputy Dr. Robert Onsare wisdom so that he can serve the county faithfully and diligently.
“We are pleased to participate in this very first prayer meeting in the county. We have been following national prayer meetings through the media and it’s our plea that we have such occasions often,” observed Pastor Tom Miyienda representing the Seventh Day Adventist (SDA).
The meeting attended by Speaker of the County Assembly Hon. Dr. Philip Machuki and his predecessors Hon. Kerosi Ondieki and Hon. David Kombo, the Assembly leadership, MCAs, County Secretary, County Executive Committee (CEC) members Chief Officers, among other county workers.
Governor Simba appealed to Kenyans from all walks of life and all faiths to continuously seek the providence of God the Almighty to bless the nation.
He said the occasion provides an opportunity for our two arms of Government to meet and bond for the sake of service delivery, as the County Government of Kisii.
I thank you all for turning up for this noble session aimed at bringing us closer to God, besides enhancing our bond as a singular government unit for the sake of satisfactory service delivery to residents of Kisii county,” said the Governor.
The Governor indicated that as provided for in the Constitution, we have two levels of Government-National and County based; which operate distinctly and inter-dependently.
“As applicable at the National Level, at the County, both the Executive and Assembly must conduct government affairs based on mutual relationship and understanding through continuous consultations.
I must appreciate that we have jointly done well in embracing this constitutional requirement in the last six months of service to the good people of Kisii County,” highlighted Simba adding that the functions of the county government are outlined in Section 5 of the County Government Act, 2012 which is majorly in enacting and implementing County Legislation.
Simba noted that the Legislative mandate vests in the County Assembly underscoring the need for the two arms to work closely and harmoniously for the sake of public service delivery.
“On our part as the Executive, we have already staffed the public service for the purpose of implementation of functions of County Government as established in the Fourth Schedule of the Constitution and we thank the County assembly for helping us achieve that by timely vetting of the senior officers and ratification the setting up units such as the Governors Delivery Unit,” he remarked.
The Deputy Governor also hailed the close relationship with the assembly saying the leaders have always consulted and reasoned together when they have emerging issues.
During the official sitting in the confines of the Kisii County Assembly, Assembly Speaker welcomed all the County Assembly Members (MCAs) from their long recess, informing them that a lot awaits them as the Assembly sittings commence.
“After a long stay out of office, we are expected to get down to work and develop a synergy with the executive in order to deliver our mandate," observed the speaker.
