Mr. Robert M. Ombasa (Ag. County Secretary)
Mr. Ombasa is a long serving civil servant who has previously worked with the Ministry of Education as a teacher rising through the ranks to become a District Education Officer. He has wide experience in administration and has undergone training in public administration and leadership.
He has worked as an Assistant Director of Human Resource Development in the Ministry of State for Public Service, Adult Education Officer, Assistant Lecturer at Migori Teachers Training College and a Secondary School teacher. He looks forward to lay a strong foundation for the County public service modeled on the principles of public service as articulated in Article232 of the constitution 2010.
Role of the County Secretary
The County Secretary is the head of the County Public Service. He is responsible for arranging the business and keeping the Minutes of the County Executive Committee subject to the directions of the executive Committee, Conveying the decisions of the County executive to the appropriate persons or authorities.
(i) Co-ordinating day to day administrative duties and logistics
(ii) Co-ordinating and drafting briefs, speeches, policy, memoranda, ministerial position and concept papers.
(iii) Overseeing implementation of Government policies
(iv) Follow-up actions on Executive Committee decisions and directives with relevant departments
(v) Overseeing the preparations of County Transition handing-over reports by government departments, Local authorities and other public entities;
(vi) Monitoring and evaluating inter - governmental transition matters
(vii) Performing any other duties as may be assigned by the County Executive Committee.
