The Kisii County Government will now be able to engage in a structured manner with Persons with disability following the enactment of the Kisii County Persons with Disabilities Act 2016.
The act provides for the establishment of a fund that seeks to empower, improve and develop persons with disabilities.
Beneficiaries will now be able to access capital, loans and grants for entrepreneurial ventures. The fund will be opened to individuals or groups who meet the requirements set out in the new law. Applicants will be individuals or group of individuals or registered business enterprise of persons with Disabilities operating in the County.
The fund will also seek to assist Persons with disability with devices for daily use, provide monies for day-to day activities for those totally disabled, promote entrepreneurship through small scale enterprises, stimulate income generation and earnings in addition to providing support in other medium enterprises ventures.
Also enacted is the Kisii County Youth and Women Empowerment Fund Act, 2016. This will see the establishment of a unit dedicated to women and Youth affairs. The unit shall be headed by a fund manager tasked with providing technical, financial and legal expertise to the beneficiaries of the Fund.
The unit will be required to engage in civic education to sensitize the populace on its existence and functions. It will also provide capacity to women and youth and assist micro enterprises to tap on investment and entrepreneurial opportunities. It will also spearhead loaning of funds for small scale ventures to individuals and or recognized groups. The acts now await operationalization by the department of Culture.
